Day one will focus on California Fire Service Wildfire and Climate Change Issues and Day two will be geared towards California Fire Service EMS Issues and Direction, Public Expectations Set with Rescue 51, Fifty-One Years Later. Both days will include continuing education credits.

Sunday, May 21, 2023: “California Fire Service Wildfire and Climate Change Issues”

0900-1000 “Fire Hazard Severity Zone Maps what a Fire Chief should know” – Interim California State Fire Marshal Daniel Berlant and Chief Jim McDougald

Course Description: This course is designed to educate local government officials on the newly updated Fire Hazard Severity Zone Maps completed by the California State Fire Marshal. The course is one hour.

Course Objectives: The participants will understand the history of the California State Fire Marshal’s severity zone maps and learn how the newest maps where developed. This is critical data for planners and local agency with fire protection responsibilities. Participants will also learn about the anticipated impacts to homeowner fire insurance.

1000-1045 “Wildland Fire Mitigation and Management Commission Update” – Chief Bob Roper/Chief Kim Zagaris

Course Description: This course will describe the work being done at the Federal level on wildland fire mitigation and what the management commission is reporting to change wildland fire mitigation within the United States, this is a one-hour presentation

Course Objectives: The participants will understand the history of the Wildland Fire Mitigation and Management Commission and learn what the Western Fire Chiefs Association representative Bob Roper has been working on, where the commission currently is specific to its work product and where the Western and allied agencies are trying to alter. Chief Zagaris working as the Senior Operations Officer for the Western will relate directly the work being accomplished and the direct and indirect impacts to California.

1100-1200 Dingell Act Resource Tracking – Patrick O’Conner, Founder & President of 3AM Innovations

Course Description: This course will describe the Dingle Act Resource Tracking requirement for all personnel assigned to Federal wildfires. This will be a one-hour presentation

Course Objectives: Participants will become familiar with the Dingell Act and how the Federal government passed legislation on March of 2019 and how this technology has the ability to track and save firefighters lives. Participants will learn how technology now exists to meet the requirements of the law. Participants will be able to ask specific questions to experts in the field and how they may go about meeting the objectives of the legislation.

1300-1400 “California’s Fire Mutual Aid System and Wildfire Response” – Chief Brian Marshall, Cal OES Fire and Rescue and Chief Brian Fennessy, Chair of FIRESCOPE

Course Description: This course will outline the State of California’s mutual aid system and the relationship between Cal OES and FIRESCOPE who serves as an advisory committee to Cal OES Fire/Rescue Branch. This is a one-hour course

Course Objectives: Participants will learn the history of the mutual aid system and review the typical requests for mutual aid and how mega fires have impacted the system. Participants will also learn about “unable to fills”, the OES green engine fleet, and the various programs including reimbursement, pre-positioning and FIRIS.

1400-1500 “The Fire Service’s Role in Wildfire Risk Reduction and Community Access to Insurance”– Chief Dave Winnacker California Fire Chiefs Association Representative to The Wildland Urban Interface Task Force, and Chief Frank Frievalt, Phronesis Applied, LLC

Course Description: Course Description: This course addresses the relationship between mitigation-based wildfire risk reduction to properties in the Wildland Urban-Interface and property insurance. Areas of emphasis in that relationship will include physical fire science findings, catastrophe risk modeling, applied data capture technologies, actuarial analysis, and opportunities for real-time risk modeling during incidents.

Course Objectives: Attendees of the 60-minute course, shall individually identify through guided interaction, those relationships necessary to align WUI risk mitigation strategies with favorable recognition (“credit”) in property insurance policies.

1500-1600 “Partnership for Harnessing Data for Wildland Fire Service and Management”– Ilkay Altinas, University of San Diego

Course Description: The University of San Diego has been working diligently to gain scientific data for the wildfire environment. UCSD was instrumental in creating FIRIS and has taken significant steps with to the science obtained to the firefighter in the field. This is a one-hour course

Course Objectives: Participants will learn about the history of UCSD and its work on the science of wildfire. Participants will learn how tools like FIRIS can help make our communities safer though scientific knowledge applied at the firefighter level. Participants will be able to interact with Dr. Altinas on what’s next with research and development

1600-1700 “Changing the Wildfire Prevention Paradigm” – Marin Wildfire Prevention Authority, Executive Officer Mark Brown and Program Manager, Anne Crealock

Course Description: The County of Marin successfully taxed its Citizens to bring funding for wildfire prevention. The Marin Wildfire Prevention Authority staff will present how this program is funded and what they will accomplish within Marin County. This is a one-hour presentation.

Course Objectives: Participants will learn about the wildfire problem in Marin County and how a successful tax initiative was started which funds the Marin Wildfire Prevention Authority. Participants will learn about short-, medium- and long-term goals determined for the County and how the Authority works with the fire agencies within Marin. Participants will be able to interact with the Authority Staff.

Sunday, May 21, 2023: “California Fire Service EMS Issues and Direction, Public Expectations set with Rescue 51, Fifty-One years later”

0900-1000 “Ambulance Patient Offload Times” – President Brian Rice, California Professional Firefighters, Past President Ray Gayk, California Fire Chiefs Association, Dr. Clayton Kazan, Los Angeles County Fire Department

Course Description: A round table discussion will be held on Ambulance Patient Offload Times, and what is currently being accomplished to reduce the impact to first responder/transport agencies. This is a one-hour program

Course Objective: To discuss the issue of ambulance patient offload times and to understand the impact to fire agencies, private ambulance providers, emergency rooms, hospitals, public health systems and the consumer. Panelist will provide a status of progress made on this specific issue, legislative solutions and how to best solve this problem that was exacerbated by the pandemic.

1000-1100 “California Emergency Medical Services Authority- EMS Plan Update” – Interim Director Liz Bassett, California Emergency Medical Services Authority

Course Description: The California Emergency Medical Services Authority brought together a broad-based group of pre-hospital emergency medical service responders to help the agency craft an EMS plan. Interim Director Bassett will update the group on its status and implementation philosophy. This is a one-hour program

Course Objective: For participants to understand the complicated relationships within pre-hospital emergency care, how the State of California’s EMS Authority has responsibility and authority to oversee the delivery system. Participants will also learn the about the current stat us of the plan, implementation strategies and have the ability to ask questions specific to EMS plan.

1100-1200- “PP GEMT Update” – Chiefs Scott Clough, Partner, AP Triton, Chief Ted Peterson, Treasurer California Fire Chiefs Association, Kurt Henke, Principal /Managing Partner AP Triton

Course Description: This presentation will provide insight to the Public Provider Ground Emergency Medical Transport Intergovernmental Transfer Program and how the State of California is implementing this for governmental agencies. This is a one-hour program

Course Objectives: Participants will learn the history and status of the Public Provider Ground Emergency Medical Transport Intergovernmental Transfer Program. Participants will also learn about what other States have done to implement this program and any pending legal action that private providers may have taken to complicate this matter. Participants will also learn about the legislative process, implications for the program if eligible agencies do not participate and the history of AB 1705 and the legislative intent.

1300-1500 “Partnerships with the California Fire Service in the Delivery of EMS” – President James Pierson California Ambulance Association, Glenn Leland Priority Ambulance, Chief Ray Gayk, Immediate Past President California Fire Chiefs Association, Chief Mark Heine, President Elect, California Fire Chiefs Association, Kurt Henke, Principal/Managing Partner AP Triton

Course Description: Panelist will discuss statewide public private partnerships for the delivery of EMS transportation. A panel discussion will be held to allow participants to ask questions specific to current public private partnerships. This is a two-hour program

Course Objectives: Participants will learn about public private ambulance transport partnerships, which programs have been successful, and which have not, current legislative and political barriers and successes. Participants will have the opportunity to hear from the private sector as well as the public sector and ask questions specific to delivery models, working with the Local Emergency Medical Services Authority, and how the successful programs benefitted both the public and private sector providers.

1500-1600 “Working Together to Ensure Quality Fire Service EMS Delivery” – EMDAC President Katherine Staats, MD, FAEMS, FACEP and President Chris Tubbs, California Fire Chiefs Association

Course Description: The Presidents of the California Fire Chiefs Association and the Emergency Medical Directors Association of California will discuss how the associations can work together to ensure the fire service delivers quality pre-hospital care. This is a one-hour program

Course Objectives: The panelist will describe each agency they represent and how collectively both associations can improve the quality of EMS delivered to the citizens of the State. This will be an interactive presentation where participants can ask questions to each President.

1600-1700- “Building and Maintaining a Resilient Workforce in EMS” – Dr. Clayton Kazan, Los Angeles County Fire Department

Course Description: This program is designed to discuss how agencies work to retain and maintain a strong, resilient EMS workforce in today’s chaotic work environment.

Course Objectives: Dr. Kazan will share how the Los Angeles County Fire Department has identified and taken steps to take care of the EMS personnel both EMT’s and Paramedics in a system that is vast and diverse. Participants will learn about behavior health issues and solutions, the impacts of the pandemic on the workforce and strategies to take care of our own.
